si el dirver tiene que cargar en modo kernel no será cargado a menos que esté firmado, seas administrador o no. Y lo del DRM lo dice aquí tb, lo que no sé, es si un administrador podrá instalar esos drivers o no:

"Drivers must be signed for devices that stream protected content. This includes audio drivers that use Protected User Mode Audio (PUMA) and Protected Audio Path (PAP), and video device drivers that handle protected video path-output protection management (PVP-OPM) commands."

hay que leer mejor, si lees el anuncio de microsoft dice:

"Users who are not administrators cannot install unsigned device drivers."

Asi que si eres administrador del ordenador, sí que puedes. Me parece bien la idea para controlar a los que dicen que sí a todo, sin saber que están instalando.
