Sí que puedes hacer cosas con el motor gráfico, pero no puedes hacer lo que te dé la gana.
Por ejemplo, esto: use the CryEngine for the development of any Games which are harmful, abusive, racially or ethnically offensive, vulgar, sexually explicit, defamatory, infringing, invasive of personal privacy or publicity rights, or in a reasonable person's view, objectionable;
normalmente lo decide un tribunal ante la denuncia de alguien ofendido. Ellos sólo se cubren las espaldas. El resto no me parecen bien porque limitan el uso, pero tampoco son restricciones atroces si de hacer videojuegos se trata.
