Son numerosos los casos, y algunos extraordinarios, en lo que una mujer ha protagonizado la gobernanza de algún país o reino. A pesar de que el poder ha residido por lo general sobre el género masculino, son muchos los ejemplos que podemos citar de mujeres gobernantes.
Sobre el año 2.400 A.C. la dinastía volvió a situarse a la ciudad de Kish tras un periodo en la ciudad de Mari, formando así la Dinastia III de Kish, en la que reinaría Ku-Baba.
Así que es posterior al 2.400 a.c.
Pues no es la primera reina de la historia:
Neithhotep is usually regarded as the mother of Hor-Aha and may have ruled on her own after Narmer's death and before Hor-Aha was old enough to take the throne (...) she lived in the early part of the First Dynasty (c. 3150 - c. 2890 BCE).

Another queen from the same period, who may also have ruled on her own, is Merneith (c. 2990 BCE) whose name also appears on a serekh. She was the wife of Djet and mother of the king Den (c. 2990-2940 BCE). Merneith ruled as regent after Djet's death when Den was still young but could have also ruled as king as evidenced from her grave goods.
